Guideline of CODE


(1) Objective of CODE (Citizens towards Overseas Disaster Emergency)

(1-1) CODE will, directly or indirectly, support urgent relief activities, as well as various activities involved in restoration and rehabilitation processes of overseas disasters by citizens. CODE will not make any discrimination by nationality, race, ideology or creed in conducting these support activities.
(1-2) We have learned that the followings are very important in these support activities, from our own learning and experience of our relief-rehabilitation activities of Hanshin-Awaji big earthquake and of other disasters, which occurred after that big earthquake.
1. Establishment of the effective mechanism of self-support, mutual-support and common-support in disaster-stricken areas.
2. Establishment of sustainable community for the achievement of "creative and sustainable rehabilitation".
3. Enhancement of citizens' capability by mutual self-development.
(1-3) Based on the above learning and experience through our relief-rehabilitation activities, we define that the objective of CODE is to make the establishment of "human right", as common target of relief-rehabilitation activities, since we believe the establishment of "human right" as a global citizen is the most essential in relief-rehabilitation activities by the following reasons.
1. It is very difficult for us all global citizens to escape from possible disasters.
2. Consequently, the necessary issues are to try to minimize possible damages from such disasters and to do our best in taking suitable measures so that we can live with ease and do not endanger our lives, as our basic "human right".

(2) Working standard of CODE (Guideline)

The followings are working standard of CODE. We defined them based on our learning from Hanshin-Awaji big earthquake and also by referencing "International Law of Human Right" and "Working standard of Suffia project", both of which are respectfully followed in international societies in their relief-rehabilitation activities of disasters. CODE will follow "International Law of Human Right" or "Working standard of Suffia project" for these items, which are not listed in the following working standard.

(2-1) CODE will, first of all, help enhance citizens' capability towards sustainable and self-support rehabilitation activities.
(2-2) CODE will, as its first priority, stand side with the socially weak, such as children, who support the future of local areas, females, handicapped people, aged people and foreigners.
(2-3) CODE will preferentially give supports to these remote areas, where sufferers have not yet received relieves or sufferers have difficulties in receiving relieves.
(2-4) CODE will give suitable supports, which are judged as necessary according to respective rehabilitation stages after disaster has occurred. CODE will try so that the conditions of disaster-stricken areas after rehabilitation do not, at least, become worse than these before the disaster has occurred.
(2-5) CODE will collaborate with local reliable counter-partners, such as local NGO's and CBO's, in conducting its relief-rehabilitation activities.
(2-6) CODE will closely cooperate with various international organizations, which have close relationships with local municipalities and communities, so that its local-oriented relief-rehabilitation activities become as effective as possible.
(2-7) CODE will make maximum use of indigenous techniques and local materials in rebuilding of destroyed houses. CODE will also introduce earthquake resistant technologies and others, which are necessary for disaster mitigation purposes and thus, enhance indigenous architectural techniques.
(2-8) CODE will participate, as much as possible, in the implementation of support program, which aims to prevent serious damages by possible future disasters.
(2-9) CODE will support autonomous and self-support activities of sufferers themselves, who play principal roles of rehabilitation. CODE will study with sufferers how they can self-support themselves by "getting enough earnings for daily life".
(2-10) CODE will promote the self-development of sufferers' consciousness of the importance of "human right", during processes of the development of mutual-help and of common-help. CODE recognizes that it is very important to pay due respect to local culture, tradition and custom in these processes.
(2-11) CODE understands that the effectiveness of its relief-rehabilitation activities mainly depends on the responsive capability of respective disaster-stricken areas. CODE will cooperate with sufferers as much as possible, towards "creative and sustainable rehabilitation" and try best to enhance citizens' capability.
(2-12) CODE will respect sufferers' "human dignity" and try best to create as many opportunities as possible so that they can subjectively participate in "creative and sustainable rehabilitation processes" as often as possible.

(2-13) CODE will make full use of its learning and experience, which it accumulated through rehabilitation activities, for the mitigation of vulnerability against possible future disasters.
(2-14) CODE will always bear in mind that the support of these people, who work for relief activities, is very important.

(Remarks)
CODE will judge the necessary period of its relief-rehabilitation activities by taking into account of the following factors;

1. CODE will check if suitable counter-partner is available in respective disaster-stricken areas, which will subjectively, voluntarily and continuously conduct rehabilitation activities towards "creative and sustainable development".
2. In principle, CODE does not participate in relief-rehabilitation activities of one (1)specific disaster-stricken area in excess of two(2)years in maximum, regardless of whichever issues are still remaining there.
3. When a certain member organization of CODE continues its support activities after CODE stops participation in them, CODE may sometimes indirectly support the activities of such member organization (individual or NGO).
4. CODE will check the availability of both human resources and of material resources of support groups. CODE also recognizes that it is one (1) of its important tasks to always try to increase their availability as much as possible.
